In order to get them to take such action against a spam blogger one, for reasons unclear to me, needs to file a DMCA notice with Adsense. Then they have to wait for several days before the ads are removed and the victim can then file a similar notice with the host. It's a tremendous pain and there's no legal grounds for it. Sometimes it feels as if Google is intentionally making it spam bloggers to scrape and profit from it. Regardless of intent, it does seem to be how it is going.
